It would be nice to have two Master/Style's per page. Perhaps a Publication Master, and a Page Master.

I create pubs that have many pages of text, organized into chapters. Each chapter has it's own style page, with identical actions, such as Page Up, Page Down, etc.

It would be nice to have a single master page with all of the common/global actions, such as Page Up/Down, etc, and a
second style sheet that contains actions/features peculiar
to each chapter.

The Page Master would take precedence over the Publication Master, just as a page action would take precedence over the Page Master.

This is already possible.

A Master page can itself use a Master page - so put all the common stuff on a base page and then have two more master pages that use that base.
