Please accept my apologies for the delay in getting back to you. I have been trying various methods, but have not yet found a satisfactory solution.
One method is to issue use the normal Launch Web Page and use the following address:

Now ensure that the Destination Frame is set to '_top', apply the changes and test.
You will see that this launches a new 400 x 400 pixel browser window named Google, displaying the Google home page.
However, this method also causes the original browser window (displaying the publication) to navigate to a blank white page containing the word
[object] and the user would need to click the Back button to return to the publication. I have not yet found a solution to this problem, but will investigate further.
Another possibility (which I have yet to test) would be to add these Javascript commands to a second .htm file on the web server. The Launch Web Page action could then launch this second file, which in turn will create the new browser window to the required dimensions.
