Here's the problem;

my Publication has a series of boxes displayed on screen named one to ten. These boxes are in order in the tree view, one at the top.

When I drag and drop any box, the box closest to top of the tree is always the top layer. Now I know I can use Set Layer to change the layer of value of box that's being drop and this appears to work fine with the drop box appearing on top of all the other boxes regardless of its position in the tree.

However, this is only in appearance, because when I click on the box that appears on top, I grab the one beneath if it's further up the tree.
