Update: couldn't get smooth rotation with touch interface for Windows 8.1, so changed puzzle piece rotation to +/- 45 degrees each touch/click (using standard animation-rotation) and am using 2 handles in the puzzle piece frame: one for + and one for -. Much easier.
So, scrapped first design that wasn't working.
Will post further if help needed.
