How do I rotate an object from one end (like the hand of a clock) rather than from the centre?

Do I really need to reposition the object at every rotate to get it to remain in the same place?

The simple way is to put the object in a frame twice its length and rotate the frame.

When we were exploring (me doing the exploring under Steve's excellent tutorage and eagle eye!), Steve sent this small publication which has a rotating clock like arm.
