I've been trying to determine if it's possible to set the duration of a rotation action from a variable, either in script or via the rotation action. I've not come up with anything yet.

You could write a script function containing a WHILE loop. The test condition would be based on the variable you use for the duration.
Inside the loop, use the Rotate command with a small increment, maybe 1 deg. You need also a wait command, like wait(0.2).

I think you can achieve the same thing in standard actions, creating a loop there and appropriate delay.
