Some thoughts.
I assume when you say 'save' you are using a 'Copy to clipboard' action? And an Opus Frame Object is set up as the object to 'snapshot'?
There is an option with that command to 'Paste in native format', which I think you may want unchecked.
Mainly, if the Frame is 'empty' in the Opus editor, it will be empty at runtime. User dragging objects to a drop-zone does not 'insert' them into the Frame. It just understands the boundaries of the drop-zone.
Some folks here are good at using Clones... I am not one of them.
Another possible approach would be to have all the available 'shapes' WITHIN the Frame Object (in editor), but positioned outside the Border of the Frame. These would be draggable... so User can move them. Trick would be to have "copy shapes" on the sideline... when Dbl-clicked for example, action moves the corresponding shape from 'off-stage' to center of Frame..... visible and draggable.
-- Others here may know a simpler solution. You'll need to say whether pub is Full opus, Flex, etc. Also give some version and system information.
-- if issue is 'printing', uncheck some advanced graphic options/enhanced-graphics on the printer settings. (print to PDF?)
-- clipboard above gets Pasted into a word-processor or image app. (what age of kids doing this)
-- some pub operations work FINE when published, but 'underachieve' in preview mode.
