Did you try to expand the Video's frame? TV pictures are ususally cropped around all the edges by a few pixels. You usually see more of the actual video when it's viewed on a computer than on a TV set...
Did you try one of the other settings? You can NOT put text over a Video Object when it's set for Always On Top.

I'm not sure it's exactly 10-15, I'm just guesstimating.
I've got the video frame set to the exact size of the video. When I set it to Always on Top or Rendered, the video is fine. It is only Chroma Key that cuts off pixels. I want to use Always On Top because I need to have a button on top of it, and I've read that rendered may slow down performance.
