There are loads of ways of doing this. Here's a few.
1. Have a two databases with your program and store the users flash cards in the DB that is not updated. You can then either have Opus read from both or more practically, write a query in the main DB that reads the contents of the user's DB and creates a combine list of both.
2. Publish the updated list as a flat database and have Opus connect to the web (or sent it via email) and have you Opus application workout which terms need adding, updating or deleting.
3. Have an online database that Opus connects to and reads the flash cards from with two way updating so users get the latest and you get their cards.
