I have tried to specify C:\ProgramData\ as the path to install additional files. (when running the OpusPro Wizard after Publishing... to create a Setup/Install package).

I just cannot seem to get this to work. Added files do not get placed there.

In any case, I'd like to see development in this area --- for PRESET choices in the dropdown list that conform to 'Vista' and 'Windows7' paths:
C:\ProgramData\ (with appropriate subfolder)
C:\Users\logged_on_user\AppData\Local\ (with appropriate subfolder)
C:\Users\Default\AppData\Local\ (with appropriate subfolder)

I am guessing the above paths would be good... if there are better recommendations, implement those.

There needs to be some way to specify a SUBFOLDER within these paths, either specific to the Name_of_the_Pub, or other name.

Even better if there were some intelligent way to specify scenarios for XP clients and Vista-type clients.

To be fair Opus is not a full blown distribution program. There are better, and still free, applications out there designed for this purpose. I highly recommended Advanced Installer.
