Yes - this is possible.
Simply launch Opus and load in the publication which contains the chapter you wish to transfer. Ensure that the Objects tab is selected in the Organiser pane, then drill down through the object list until you find the chapter you wish to copy. Now right-click on the chapter icon and select Copy from the context menu.
Click File > Open and load in the publication into which you wish to copy the chapter (or create a new publication if this has not yet been created). When the publication opens, right-click on the publication icon at the top of the Objects tree and select Paste from the context menu. The copied chapter should now appear in the new publication.
If the chapter is not in the correct location, simply drag the chapter icon up or down the object list to insert it into the required location.
Please note that any actions in the chapter which depend on publication variables will not work correctly until you set up these same publication variables in the new publication.
Now save the new publication and any resources used in the original chapter should now be consolidated in to the Resource folder of the new publication.
You can use a similar procedure to copy individual pages from one publication to another, although you will obviously need to copy the page (not the chapter) and right-click on the chapter icon (not the publication icon) for the chapter into which the page should be pasted.
