Is it possible to change a mouse over cursor using script?
I have an object that when enabled uses a mouse over 'hand' but this is not appropriate when the object is disabled.

No, but it's not too hard to achieve the same effect. Just put a hidden empty frame over the top of the object and set the disabled cursor on that. Whenever you disable the "real" object, show the "disabled state" frame.
