I am working on a publication that would needs to be able to monitor what programmes are being stopped and started on the computer can opus do this and if so where do I start looking?

The reason is I have video playing in the main pub and give options to open .exe files that contain secondary video's and I want to stop and start the active windows video content along with some other similar concepts.
