You don't need to scale the pages. The DVD page sizes are there for convenience, but you can actually use any page size you want and the DVD publisher will sort it out.
As for the content, everything will look the same (except a few things that aren't supported), the difference is the lack of interactivity. If your publication is a rolling demo with no user input, then it should work fine as a DVD with no change. Even if it does require user interaction, you can use the mouse recorder feature to record mouse movements that will then be played back on the DVD. This is useful for creating a DVD demo version of an interactive publication.
To create a genuine interactive DVD probably will require a bit of a rethink of your publication because of the very basic interactivity available on DVD.
The things that aren't supported on DVD are: Browser/OLE objects, Quicktime, search, bookmarks and printing.
