is it possible to change the volume of a VIDEO sound (mpeg) without modifying the volume of the other WAV sound on the same page?

I did some experiments, but I agree with you, I think this isn't possible.
Maybe this is something for the wishlist:

Adding channel functionality to the sound of video files so you can change the volume of video separate from other audiofiles (wavesounds).

This is not currently possible. We will look at this for future development, but it is not an easy thing to change.
